The average monthly nominal wage accrued to employees in 2016 was 21,488.5 rubles, exceeding the level of the previous year by 3.9%. Taking into account the growth of consumer prices, real wages decreased by 3.1%. In the past period, the average republican wage provided 2.0 times the subsistence level of the able-bodied population (in 2015 - 2.2).

Arrears of wages on the date of January 1, 2017 amounted to 4.115 million rubles. The entire amount of debt was formed at enterprises that are undergoing bankruptcy proceedings.

For organizations financed from budget sources, wage arrears are not fixed.

In accordance with the Law of the Russian Federation "On employment in the Russian Federation" in the reporting period, the State Committee of Kabardino-Balkar Republic on employment, and later his successor in the Ministry of labor, employment and social protection of Kabardino-Balkarian Republic, together with its subordinate centers of labor, employment and social protection provided to citizens of public services within the framework of permanent measures to facilitate associated population toast, as well as additional measures to reduce tensions on the labor market.

Since 2012, all activities in the field of promoting employment have become the powers of government bodies in the constituent entities of the Russian Federation and currently the Ministry of labor, employment and social protection of Kabardino-Balkarian Republic provides public services to the people.

The situation in the registered labor market of Kabardino-Balkarian Republic in recent years has developed as follows.

The total number of unemployed, determined according to the methodology of the International labor organization, has increased by 10.4 thousand people in the average annual calculation since 2012 and amounted to 44.5 thousand people in 2016. The level of total unemployment increased from 8.9% in 2012 to 10.3% in 2016.

During 2012-2016 years, more than 167,000 people applied to the employment services of the republic for the provision of public services, 115,000 of which people sought help in finding a job.

During the period under review, the number of unemployed citizens registered on the registry was characterized by a slight change. The level of registered unemployment decreased from 2.2 % in 2012 to 1.8 % at the end of 2016. At the end of December 2016, the number of unemployed amounted to 8.0 thousand people, and the unemployment rate was 1.8 percent.

During the reporting period, the employers of the republic declared to the employment service organizations more than 65 thousand vacancies and positions. The average wage varied from 6,000 to 15,000 rubles.

There is a shortage of qualified workers. Declared by employers in the employment service, the need for personnel is 87% represented by working professions.

One of the main indicators in the labor market which is the coefficient of tension, decreased from 3.3 units in 2012 to 2.4 units at the end of 2016.

During 2012-2016 years, with the assistance of the employment service organisations 37.7 thousand of job seekers have found work, including 7.2 thousand of people in 2016.

The rate of people employed who applied to the employment service in order to find suitable work for January-December 2016 was 36.6%. The planned value for 2016 was 30% of the citizens applied for in finding a suitable job. 

One of the types of temporary work, mostly demanded in the republic are public works (material support from 850 to 1700 rubles). In 2012-2016, 11,600 citizens took part in public works on the direction of the employment service.

During the period from 2012 to 2016, the employment service agencies organized temporary employment during the holidays and free time from studies 18,0 thousand under-age citizens aged 14 to 18, 251 of them teenagers - orphans, children left without parental care, teenagers from families of unemployed citizens, incomplete and large families.

The employment service provided material support for employed teenagers in the range from 850 to 1250 rubles.

The state service for the organization of temporary employment of the unemployed for the period under review was granted to 1,532 citizens who are experiencing difficulties in finding work, such as: disabled people, women raising young children, minors.

In addition, in order to obtain the necessary skills and experience for young professionals from the profession, 170 unemployed citizens aged between 18 and 20 from among the graduates of secondary professional education institutions who are looking for work for the first time are provided with temporary employment.

Taking into account all types of temporary work, the number of people employed in the temporary work of citizens in 2012-2016 was 13.3 thousand people.

The total number of citizens who received the state service for the professional orientation of citizens in order to choose the scope of activity (profession), employment, professional training and psychological support during 2012-2016 was more than 67.5 thousand people.

A special role in increasing the competitiveness and professional mobility of citizens in the labor market belongs to the vocational training of unemployed citizens.
The agencies of the employment service for the period from 2012 to 2016 organized training for professions in demand on the labor market for 6,500 unemployed citizens.
